I'd say more restraints is definitely something that would improve this. Not sure how to fix it at this point with out wiping everything since the last open serve, but whenever this ends up being done again it should def...

That's probably a good idea. Also for the second half, maybe skip the locked vertices part. Instead allow whoever takes the next turn to smooth the transition out however much they need to as long as its reasonably done

It could just be that not enough people care anymore. No reason to spend the money on new restraints if the public doesn't care a whole lot.
