Give steam enough time to download the park, then launch NL2 and click play, there's a Steam Workshop tab on the left hand side. You should ask questions like this in the NL2 ask thread in future.

^ What version of Windows are you running? Sounds like you might be missing a runtime dependency, if you have Steam you can find Blender on there and it should grab install everything for you.

The shininess box was changed to the slider "override glossiness" after I wrote that tutorial, but its function is still the same. A low percentage for matte objects, a high for glossy ones.
